“HAS1 is for immediate needs (pink form) and covers all out of pocket expenses while without electricity/water such as meals out, takeaways, drums of water, food. You can include receipts if you have them but you do not have to.
“The means test usually in place for the HAS1 is suspended and so your income is not considered. I confirmed this with the Department.
“Also, despite confusion caused by a Minister who told us all on national television this form included fridge and freezer contents loss – this is only the case where these contents are not covered by home insurance.
“The cost of accommodation with receipts also go on the HAS1 form.
“I am calling on insurance companies not to increase premiums on customers claiming due to the Storm. They should do the right thing.
The HAS2 form is for storm damage (green form). This covers any uninsured items which are damaged – fences, roofs, sheds, including structural damage.
“It also includes damage to your home – flooring, furniture, household appliances (not insured).
“There is a means test in place – a single person with gross annual income of €50,000 or less will receive 100% support, for a couple it’s €90,000.
“Tree damage/removal should be included (once not insured) – I was told by the Department yesterday there is no prescriptive list so just put it down.
“Forms are available in your local social welfare office, Library, Boyle Family Resource Centre or my constituency offices. They are also available online here:

“Once completed, return your form to any social welfare office.
“If you have queries you can email has@welfare.ie or phone the Department on 0818 60 70 80.
“I am here to provide any assistance you may need and the quickest way to get me is by email at claire.kerrane@oir.ie.”
